[PyQt] [pyqtdeploy] Make package installable via pip -e

The problem is that I cannot use say "pip install -e hg+http://www.riverbankcomputing.com/hg/pyqtdeploy <hg+http://www.riverbankcomputing.com/hg/pyqtdeploy>#egg=pyqtdeploy"
