[PyQt] sip.SIP_VERSION_STR has incorrect doc

Yes it's a documentation bug. In fact I've been thinking about changing 
it to "preview" (which is what setuptools uses).

Does anybody have any strong objections about that - PyQt and QScintilla 
would change as well.
