[PyQt] ANN: PyQt v5.5 and SIP v4.16.9 Released

Hi, i have the same exact problem. I tried reinstalling Qt with the offline
installer but unfortunately nothing changed. 
My qtdetail.out shows the same thing:
Builder Qt
shared

what do you mean when saying GPL offline installer exactly? What can I do?
