[PyQt] Bug report - QtWebkit cannot be imported

I'm on Windows 8.1 Pro, Python 3.4.3, PyQt4 4.11.4 Qt5.4.2, all three are
64 bit versions. I'm using the prebuilt Python and PyQt4 binaries
downloaded from the official websites. When I try to

from PyQt4 import QtWebKit

I get an

ImportError: DLL load failed: The specified module could not be found.

What's the problem, how to fix this?
