[PyQt] Sourceforge being down

Hi!

Sourceforge is down[1] since >12h and this is not the first time this
is happening - also with the recent actions[2][3][4] of sourceforge I
don't think they should be trusted anymore.

Would it be possible to host the downloads (ideally all, but at least
the most recent non-snapshot versions) on Riverbank's servers instead?
