[PyQt] Pyqt 4 SIP problem.

Hello,

I am trying to install Pyqt on my windows 8 system. I already have python
2.7 on my system  installed perfectly.

After downloading SIP 4.16.9 in a random directory, I try to run
configure.py. It runs good but it does not afffect my Python27 folder in
any way. There are no file created in python folder. Hence not able to move
ahead. Please help.
