[PyQt] Please let pyuic sort the import order

Hi, (this is a forwarded message from Reiner Herrmann):

While working on Debian's “reproducible builds” effort [1], we have
noticed that pyuic doesn't sort the order of imported modules in
generated UI files.
The attached patch fixes this.

Phil, can you please apply it to pyqt4 and pyqt5?
