[PyQt] ANN: PyQt v5.6 Released

Hi,

part of the issue seems to be fixed. The QtWebEngineProcess.exe is found but it seems it 
doesn't get executed properly. When I try to start a Qt tool from the Windows menu I still 
get the error message sent in my follow on mail.

Summary: One step further but not yet at the finishing line.
