[PyQt] Next Release of pyqtdeploy

pyqtdeploy now has overnight development snapshots (source and wheel). The current snapshot is a release candidate for v1.3.1, so now would be a good time to test.

It's a minor release adding support for the latest versions of everything. The unofficial build-sysroot.py will now build PyQtChart, PyQtDataVisualization, PyQtPurchasing and QScintilla.
