[PyQt] GPL-Exception.txt for PyQt4-Py3.4 ?

When I was using PyQt4 with Python 3.3 there was a GPL-Exception.txt 
with the distribution, but I can't see one with Python 3.4.

Is there a document which lists the current exceptions? My real question 
is, can I still distribute my application under the "Academic Free 
License" version 3.0 ? If not, is there a list of current licenses that 
are compatible? I develop under both Windows and OS X. (Under OS X PyQt4 
is installed via MacPorts). Thanks.
