[PyQt] ANN: New Releases and Packages

The following have been released...

PyQt v5.7 (adding support for Qt v5.7.0, but no Qt3D support yet)
PyQtChart v5.7 (available under the GPL for the first time)
PyQtDataVisualization v5.7 (available under the GPL for the first time)
PyQtPurchasing v5.7 (available under the GPL for the first time)
QScintilla v2.9.3 (a minor bug-fix release)
SIP v4.18.1 (a minor bug-fix release)

Wheels are available on PyPI for 64-bit Linux, OS X and 32-bit and 64-bit Windows. The wheel tooling has had a lot of work so there is scope for regressions.
