[PyQt] PyPI official package names

I do not seem to be able to find any docs that name the official
PyPI names for the PyQt5 Riverbank Computing packages.

For example this page https://www.riverbankcomputing.com/software/qscintilla/download
says to use pip3, but not what the name of the package is.

Searching on PyPi and with pip3.5 does not yield any references that seem correct.

https://www.riverbankcomputing.com/software/pyqt/download5 does not mention pip3
install at all but I know you built wheels, from following this list.
