It's usually possible to find old releases in the Debian or Ubuntu archives.
In this case, I found the original archives in the following location:

http://old-releases.ubuntu.com/ubuntu/pool/main/p/python-qt4/

The python-qt4_4.6.orig.tar.gz file might be OK for 4.6. There doesn't
seem to be an archive for 4.8.4, but there are archives for 4.8.3 and 4.8.5.
