[PyQt] Error configuring PyQt 5.6

Hi Phil,

Sip from Mercurial builds Ok, but I now get this error when configuring PyQt.
Using the latest snapshot PyQt5_commercial-5.6.dev1603292258, Windows 10, 64 bit
python, VS 2015.
