[PyQt] ANN: Inital Release of PyQt3D

Development snapshots of PyQt3D are now available - source packages only at the moment. Current snapshots of SIP and PyQt5 are required.

PyQt3D provides functionality for near-realtime simulation systems with support for 2D and 3D rendering in both Python and Qt Quick applications. It wraps the five libraries that make up Qt3D.

The C++ examples (such as they are) have been ported. However there is lots of functionality that is untested.
