[PyQt] ANN: eric 16.11 released

Hi,

I just uploaded eric 16.11. It fixes some bugs and adds a bunch of  new features. Most 
prominent is the united Python debugger. This work was done by Tobias Rzepka. Thanks 
for that. The list of added/changed features is long. Please see the eric web site for details.

Please note, that starting with this release a new release scheme and release plan has 
been introduced. That way new features can be made available much more often than 
once a year.
