[PyQt] Missing CONCRT140.DLL

I'm having an issue with distributing an application with Pynsist (which
uses the PyQt5 wheel) missing CONCRT140.DLL.

It is a dependency of Qt5Core.dll and comes from the Visual C++ Runtime. I
notice the wheel includes mcvcp140.dll which also comes from the Visual C++
Runtime.

Will CONCRT140.DLL be included in the next PyQt5 wheel?
