[PyQt] PyQt5 settings reordered

The INI file is frequently edited manually. It has numerous sections and keys which are/were maintained according to purpose for them to be found easily. PyQt does not/did not need to have them alphabetical to read them. A similar INI file is used by a companion application using Qt5 which does not reorder sections or keys upon writing the file. PyQt4 did not alphabetize them either.
