[PyQt] ANN: eric 17.10 released

Hi,

I just uploaded eric 17.10. It fixes some bugs and adds these new features.
     *  Web Browser (NG)
         *  added a downloader and installer/uninstaller dialog for spell check dictionaries

It is available via the eric web site.
