[PyQt] Feedback Required: Windows 32-bit Wheels

Phil,
I agree with Kyle -- I'd like to see 32-bit Windows builds, for exactly
this case -- where the host Python environment is outside of a developer's
control. But, maintaining an extra build environment is a huge pain. If you
can bear it, I think the community would appreciate it.
