[PyQt] How to have a menubar and tabs in the same app?

I'm sure the solution is simple, but I can't figure it out. It seems that
no matter what I do I can't have a menubar and tabs in the same PyQt4
window. Can someone create a minimal example for me that does both? Thanks.

(I'm using PyQt4 and Python 2.7 because I'm working on a project that I
started many years ago.)
