[PyQt] qscintilla (and others) and private sip modules

Great.  "next release" of what exactly?  qscintilla?  PyQt?

As I mentioned (or at least strongly hinted), there are more PyQt-related 
packages that suffer from this same problem besides qscintilla.  They all 
need patching/adjustments?
