[PyQt] ANN: PyQt v5.10 and SIP v4.19.7 Released

Hello Phil,

that is very good news. Thanks.

However, due to the fact, that the QScintilla wheel has not been updated, the 
API files still reflect the status of PyQt 5.9.2 (i.e. they don't include the Qt 
5.10.0 stuff). Can you change this?
