[PyQt] QtSvg does not build with Qt 5.10.1

For some reason the QtSvg module is not built when building PyQt against
Qt 5.10.1. The QtSvg library is available in my Qt installation.

Is there any way to debug the problem? When I force the build of QtSvg
with the --enable option, it seems at least to generate the source code.
