[PyQt] wx.MilliSleep equivalent

Alrighty, I just had a (very rude) discussion in #wxpython.
wx.MilliSleep is not non-blocking. So, time.sleep() would be it's
equivalent. If you want non-blocking then we should find another
solution for you.
