You should still be able to use a newer PyQt with Qt 5.5.

FWIW http://doc.qt.io/qt-5.6/supported-platforms.html claims that deploying to
Windows XP is still possible as long as you build on Windows 7, and
using the Qt 5.6 LTS will give you things like security fixes for a
little longer.
