[PyQt] ANN: eric 19.08 released

Hello Pythonistas,

I just uploaded eric 19.08. It fixes some bugs and adds these new features.
     *  Third Party packages
         *  upgraded pyflakes to version 2.1.1 plus repository changes to fix some issues (until 
2019-07-09)
It is available via the eric web site or PyPI.
