[PyQt] ANN: eric 19.02.1 released

Hi,

I just uploaded eric 19.02.1. It fixes some bugs and gets rid of some compatibility issues 
related to PyQt 5.12 and QScintilla 2.11.0.

It is available via the eric web site.
