[PyQt] pyqtdeploy-sysroot: Building a dev dir?

Well, it always seemed to me that a venv would use pre-packaged packages which is a pain if you want to build the dev env from the same sources as the pyqtdeploy-sysroot. But maybe I’m out of date or touch with python venv’s.
