[PyQt] ANN: PyQt v5.12.2 and SIP v4.19.17 Released

... but the wheel still has version 5.12.1 which causes it not to be update by 
'pip install --upgrade PyQtWebEngine'. I could get it upgraded only by 
uninstalling an re-installing it. Otherwise I would have PyQt5 with Qt 5.12.3 
and PyQtWebEngine with QtWebEngine 5.12.2. That might work but could cause 
strange issues as well.
