[PyQt] PyQt 5.13.2 build error: module 'sipbuild.api' has no attribute ‘prepare_metadata_for_build_wheel'

Hi Phil,

I have no idea what a pyproject.toml file is, shouldn’t the help explain this? I will look for info on such a file elsewhere or try an older version of sip.
