[PyQt] sip5 and optional QtWebChannel dependency for QtWebEngine

Hi,

When I build PyQtWebEngine with sip v5, it aborts with:
sip-install: Unable to find file "QtWebChannel/QtWebChannelmod.sip"

This is with PyQt5 built against a Qt without QtWebChannel, as it's supposed to
be optional for QtWebEngine:
https://code.qt.io/cgit/qt/qtwebengine.git/tree/dependencies.yaml

IIRC, the same configuration works fine with sip v4.
