[PyQt] Appveyor failures with Qt WebEngine

All,

When running my CI tests on Appveyor, Python 3.7.4 x64, and
PyQt5/PyQtWebengine 5.13.0 installed from PyPI, I get the following error:

[848:2912:1002/140225.226:ERROR:mf_helpers.cc(14)] Error in
dxva_video_decode_accelerator_win.cc on line 513

The same tests pass on Python 3.7.4 x32, or on x64 with
PyQt5/PyQtWebengine 5.12.1, or with  PyQt5 5.13.0 and PyQtWebengine 5.12.1,
or on any Linux/Mac (Travis) platform.

Has anyone seen this before, or (even better) solved it?
