[PyQt] Unable to install PyQt 5.14

[ashwin .D]

I did exactly what is described on the accepted answer on SO -
https://stackoverflow.com/questions/59711301/install-pyqt5-5-14-1-on-linux

and  I get the same 404 Client error.
