[PyQt] ANN: pyqtdeploy v2.5.0 Released

pyqtdeploy v2.5.0 has been released. Support has been added for all the 
latest versions of Python, excluding Python v3.8.

This will be the last v2 release. v3.0 will remove support for older 
versions of Python and will require the use of a sysroot (optional in 
v2). v3.1 will add support for PyQt v5.14 and later and SIP v5. v3.2 
will add support for Python v3.8 and later.
