[PyQt] Intersphinx with PyQt

If anyone use sphinx to document own project and would like to use
intersphinx for Qt parts I create sphinx plugin
https://pypi.org/project/sphinx-qt-documentation/.

Currently it is on GPLv3 because it depends on Qt bindings. But if Phil
agree I can change license on less restrictive (ex. BSD or MIT)
