[PyQt] Please include examples and tests in sip tarball

Hi Phil,

I am currently packaging sip v5 for Debian and noticed that when building
the documentation, Sphinx complains about missing examples files referenced
from doc/examples.rst. It would be nice if you included them into the
official tarballs on PyPI.

Including the test directory would be also nice, as I would be able to run
tests during package build.
