[PyQt] A FindSIP.cmake for sip 5

Hi,

With sip 5, apparently there's no longer a sipconfig library. Our current FindSIP.cmake file used that to find sip (https://invent.kde.org/kde/krita/blob/master/cmake/modules/FindSIP.cmake and https://invent.kde.org/kde/krita/blob/master/cmake/modules/FindSIP.py) so that is broken (https://bugs.kde.org/show_bug.cgi?id=415743).

I have no idea what we should do instead, though, to find sip and pyqt... Has anyone got an update cmake module for sip?
