[PyQt] Unable to create subclasses of QTextCodec

Hello,
I just stumbled upon this question on StackOverflow:

Apparently, it's not possible to subclass nor create a new instance of
QTextCodec on PyQt.

Is this a bug or due to the particular way QTextCodecs are dealt with?
