pyqtdeploy-sysroot needlessly rebuilds Qt every time

Hi, 

The command "pyqtdeploy-sysroot sysroot.toml"
promises that it won’t recompile Qt unless it is necessary, but it is failing on that promise.
Every time that I run it, it reports that it is...
Deleting /Users/david/Documents/dev/sysroot/sysroot-macos-64/build
And then it recompiles Qt.
How can I convince it to stop overlooking its previous fine work?
