Many distros rely on the usual way of just running setup.py to package 
python modules.

Is there a permanent link to PyQt5_sip-12.11.0.tar.gz

I know there is one in 
https://riverbankcomputing.com/pypi/simple/pyqt5-sip/ , but It is not 
permanent as It could replaced by a new development version.
