sip-build fails with AttributeError

Hi again

I did copy sip-build to a local sip-build.py and debugged for both
QScintilla2 and Qwt.
It works for QScintilla2 but Qwt fails without giving any hint about what
the AttributeError is.
Any hint is appreciated.
