PyQt5-sip v12.16.0 metadata allows for >=3.8 but source requires 3.9+

It appears that the newly (last week) released PyQt5-sip 12.16.0 [0] is refusing to build on Python 3.8 [1].  But, the metadata on PyPI reports it is compatible with >=3.8.  Would it be possible to yank that and post one with updated metadata for 3.9+?
