Qt v6.7.2 Wheels Available on Local PyPI Server

I had to install PyQt6-sip<14 manually on macOS, Windows and Linux in order
to avoid compatibility bugs and be able to install it from the local PyPI
server.

I will report the functional bugs in separate threads...
