ANN: SIP v6.16.0 Released

SIP v6.16.0 has been released.  This adds experimental support for 
generating bindings that support multiple interpreters and 
free-threading.  The next stage is to make the necessary changes to 
PyQt6 (and hopefully PyQt5).  Once that is done the "experimental" tag 
will be removed.

There are also new versions of PyQt5.sip and PyQt6.sip
