[QScintilla] Designer plugin for Qt4

Hi all,

I noticed there is no plugin for Qt Designer (version 4), so I made
one for myself and thought it might be useful for all of you.
Extract it to root directory of QScintilla source and the usual
qmake qscintillaplugin.pro
make
make install

shoud work just fine
