[QScintilla] Patch: allow building of designer-Qt4 in-tree, without Qscintilla installed first

Been meaning to post this for awhile, so here it is.  Better late than 
never.

This patch allows for designer-Qt4 to be built in-tree, without Qscintilla 
(libs/headers) having to be installed first.

(I suspect designer-Qt3 may require something similar, but I don't currently 
build/package that).
