[QScintilla] mk_distinfo.py: wrong logic for INSTALL_ROOT installations

I'd reported the same (simiilar?) issues recently too.

Only latest PyQt5 snapshots appear to be fixed wrt dist-info+INSTALL_ROOT so 
far.
