[QScintilla] QProgressBar painting error

Hi,

My specs: Windows 10, Python3.7, PyQt5.11.3

When setting the height of a QProgressBar to lower than 14 with setFixedHeight,
it's waiting animation (by setting minimum and maximum to the same value) is painted incorrectly.
Anything above works 14 fine. Is this a known issue?
