These two lines were used to activate support for non latin-1 source code 
(e.g. code in utf-8) in older Ruby versions. Because I am not a hardcore Ruby 
programmer and eric4 is used rarely for Ruby coding, this problem was not 
detected until now. What is the Ruby 1.9 replacement for this? A patch would 
be really appreciated. That patch should allow the debugger to be used with 
Ruby 1.8.x and 1.9.x (if possible).
